Monitoring-Compliance

The appropriate manager or supervisor will ensure that monitoring and measurement of various parameters are conducted as required to maintain legal compliance in quality, environment, health and safety, and financial areas and report to top management. It is outlined in the revised quality management system for 2015 that top management needs the understanding of legal requirements and issues arising from legal, technological, competitive, cultural, social, economic and natural environment, whether international, national, regional or local that are relevant to its purpose and strategic direction affecting its ability to achieve its management system.

Your organization may have a separate position for handling compliance reviews or audits, such as environmental monitoring done by an environmental engineer/coordinator or auditor. It may do regular, ongoing monitoring of legal requirements tied to environmental areas, such as certificate of approval requirements for stack emissions levels and reporting, hazardous waste disposal volumes and manifesting, and spill response reporting. A third party may be contracted to review legal and other requirements (regulations, corporate, union, codes of practice) every year to ensure ongoing compliance.

Noncompliance is a nonconformance to the management system. It is also a go-to-jail card for managers, coupled with huge fines not only for the organization but also, in some areas, for the managers. It is critical to manage your nonconformances through one system, so that standardization of handling, identifying root causes, and monitoring of all nonconformances is part of the process, ensuring proper management review. Many organizations leave noncompliance issues in reports which can be forgotten about, but a nonconformance-corrective action system will track its root cause, corrective action and verification, until it is closed.
