The theory of uncertainty that is outlined in this paper may be viewed as a radical step toward abandonment of bivalence and shifting the foundation of the theory from bivalent logic to fuzzy logic. Though only a step, it is a step that has wide-ranging ramifications. Standing out in importance is achievement of NL-capability. This capability opens the door to extensive enlargement of the role of natural languages in themes of uncertainty, decision analysis, economics, and other fields in which human perceptions play an important role.
